The 2003 Test Valley Borough Council election took place on the 1 May 2003. With new ward boundaries, all 48 seats were up for election.[1] 24 seats were needed for a majority, with the Conservatives winning 30; the Liberal Democrats won 16 seats, and Independents won 2.[2]
